General Rules
Any animated production (film or video) realized in accordance with the definition of animation as formulated by ACAF ("The art of animation is the creation of moving images through the manipulation of all varieties of techniques apart from live-action methods"), and meeting the requirements listed below, may be entered for competition in the Asia Computer Animation Festival.Only one contribution from each group/animator is accepted for each competition category.This competition is open to animation works from all fields - science and research as well as art, education and entertainment. Entries may consist of computer generated films produced through individual computer programming and/or the creative use of available computer programs. It is permissible for traditionally produced film/video material to be digitally integrated or combined with the computer animation.
The jury's criteria for selection includes computer specificity (images that can only be created with the computer. but not with traditional media), contents, technical innovation, originality, design, etc.
If your work is selected by the jury (for a prize or honorary mention), it will be shown at the ACAF venue (on consultation with the jury) in its entirety.
Official Language
The official language of the Festival is English. Please submit your work with an English dialogue track or in a subtitled version.
Entry Criteria
Each participant may enter up to three works with a length of 30 seconds (minimum) to 10 minutes (maximum) each (credits not included). If your entry is considerably longer than 10 minutes, please specify the segment you consider most representative of your work with precise TC times on the entry form. Without these specifications, we cannot accept works that is longer than the allowed time frame.
SHIPPING PROCEDURES
INSURANCE OF WORKS
The Festival will pay all costs incurred at Singapore Customs for the import and export of the productions. If you request the materials to be returned to you, please include an international cheque or money order with your production to cover the cost of return shipment. Please note that all productions sent without accompanying payment for return shipment will be returned via surface parcel post, uninsured. Shipping via surface parcel post can take up to 8 months or longer for delivery.Due to stringent customs regulations, all entered films and videocassettes will be held by the Festival under temporary admission permits until the completion of the Festival. No entered material can be returned or loaned during the Festival. Any filmmaker requiring a copy of his or her film or videocassette for private use during the Festival is asked to bring a separate copy.
The Festival will ensure the safety of the materials and videocassettes from the time of delivery to the Festival until the time the materials/videocassettes are rendered to a customs broker, shipping company or post office for return shipment. In case of loss or damage to a print/videocassette/disks, the obligation of the Festival is limited to compensating the entrant only for the cost of making a new print/videocassette/disks.
RETURN OF WORKS
The Festival will begin returning works to the entrants within two weeks after the closing date of the Festival l unless they are being held for additional screenings which have been approved by the entrant.
Each videotape entry must be on a separate cassette and each of these cassettes should be properly identified and shipped in an adequate shipping container. This container must be clearly identified with the title of the production, its running time, and the entrant's name and address.
Each disk should clearly marked the computer platform it run from, the file format, the run time and the size of the animation in megabytes, the entrant’s name and address.
Deadline
The deadline for receiving entries and films/videos is NOVEMBER 1st 1996. One Entry Form (snail mail) must be submitted for each production to:Asia Computer Animation Festival (ACAF)

Selection Committee
A Selection Committee will be nominated by the Festival. It is the duty of the Selection Committee to preview each of the productions received prior to the deadline and to decide which of the entered productions are to be accepted for presentation in the Festival's Competition.
International Jury
The Festival will select six persons, no more than two of whom will represent the host country, Singapore, to serve as members of the International Jury. All members will be closely connected with the art of animation. The jury members will elect a President at their first meeting.
The Jury decides which of the winning entries will be presented at Festival. Please note: The jury has the right to withhold an award in any category where no entries, in its view, meets its standards for recognition.
Productions produced or directed by members of the Selection Committee and/or Jury are not eligible for entry in categories of the Official Competition.
The decisions made by the Selection Committee and Jury are final.
Promotional Use of Works
The Festival wants to present the annual results of the competition to a general audience. This is done through a carefully planned publicity work in printed media, TV, radio, networks, documentation media (book, video, CD) at the award presentation which will be broadcasted in Singapore and throughout Asia.
The entrant grants the Festival the rights to use the entry material and it is the entrant's responsibility to obtain the necessary licenses for the use of materials from third parties (pictures, sound, texts). The Festival is required to use the participant's entries exclusively in the form outlined above; any other use that is not directly in conjunction with ACAF and any commercial use is prohibited. The competition participant retains all copyrights.
Conference Documentation
We will publish a conference program and a CD-ROM book with the Title " ACAF ". The book documents the selected works (prize winners and honorary mentions) from all four categories with text and pictures. It contains the names and addresses of all competition participants. Of course, in the book, the animation category can only be documented in a descriptive form.
For this reason, please include the following material with your entry:Entries without accompanying material will not be accepted.
- Stills (slides) for each animation entered;
- A portrait (photo or slide) of the author(s) of the entry (entries);
- A biography of the author(s); and
- A two page description of the concept and realization of the entry.
If your entry is awarded a prize or receives honorary mention, all of the pictures and text materials listed above will be published. For this reason, we request that you prepare your materials carefully and send it to us by the deadline. The CD-ROM book - "ACAF '96" will be released after the festival. All participants in ACAF '96 will receive a complimentary copy of the CD-ROM book.
Matters Not Mentioned
All matters not mentioned in these regulations will be decided by the Festival.
Acceptance of Regulations
By signing the entry form for the Asia Computer Animation Festival, the participant accepts, without reservation, the terms of the present regulations as stated in this document.
